Can People in Sri Lanka receive money through Alert Pay?

I want to make some payments to a friend in Sri Lanka. I know Sri Lankans can not receive money using PayPal. As I understand Alert Pay is more flexible and it covers more countries. I think Alert pay also provides service in Pakistan.
I am just wondering whether Sri lankan can get money through Alert Pay.

moneybookers is the best method.I have used it and money can be transfered into bank account also…very good metho which is available in sri lanka

Sri lankans can use alertpay for both sending money and receiving. But Paypal does not allow to receive money.
But Alertpay is slow. Specially, to the best of my knowledge, they send money by cheques.
I hope Sri Lanka will soon have paypal money receiving facility as it is the best method.

No Sri Lankans do not have the opportunity of getting money through online money transfers. I know this is clearly preventing lot of foreign income coming to the country.
